Vision 2030 Bond Package

The Odessa College Board of Trustees has officially approved a proposition to present a $325 million bond initiative to voters in the May 2025 election. This bond is an investment in the future of our community, focusing on job creation, career development, and ensuring that Odessa can continue to grow its own workforce to meet the demands of a rapidly changing economy.

The proposed bond will fund critical improvements and expansions across Odessa College’s campus, ensuring that
local students and workers have access to high-quality education and workforce training. Key projects include:

  • A New Workforce Training Facility – A state of the art $60.1 million facility that is designed to equip
    students with cutting-edge skills in high-demand industries, helping to keep high-quality jobs in our
    community.
  • Additional Classroom Space – Slightly over $21 million spent on the renovation of existing buildings to
    accommodate growing student enrollment and expand educational opportunities for all.
  • A New Fine Arts and Performance Venue – A $48.3 million facility providing a state-of-the-art space for
    students and the community to engage in creative expression, fostering cultural enrichment and new
    career paths in the arts.
  • Expanded Community Health, Wellness, and Athletics Facilities – Enhancing resources to promote wellbeing, ensuring that our workforce remains strong, active, and healthy as well as providing venues for
    student athletes and youth athletics.
  • Other Key Campus Enhancements – Focused on improving student experience, accessibility, replacing aging infrastructure, and educational innovation to better serve the entire community.


All Vision 2030 projects included in this bond package total an estimated cost of $331,753,406; the proposed
bond amount is $325,000,000 with Odessa College contributing the additional $6,753,406 to complete these
necessary projects. The bond is a 30-year commitment, and if approved, the average homeowner would see an
increase of approximately $14 per month in property taxes. This investment directly supports the people of
Odessa by strengthening our local economy, creating job opportunities, and providing students with the skills they
need to succeed in today’s workforce.

If approved, the Vision 2030 Bond Program will provide Odessa College with the necessary funding to modernize
its facilities and programs, keeping our community competitive and ensuring local businesses have access to a
skilled, job-ready workforce.
